{"created":"2021-03-01T06:43:40.652259+00:00","id":8298,"links":{},"metadata":{"_buckets":{"deposit":"00e16b7f-cbbf-408b-bb4e-738fb177a9d4"},"_deposit":{"id":"8298","owners":[],"pid":{"revision_id":0,"type":"depid","value":"8298"},"status":"published"},"_oai":{"id":"oai:tsukuba.repo.nii.ac.jp:00008298","sets":["3:233:254"]},"author_link":["34601"],"item_12_biblio_info_6":{"attribute_name":"書誌情報","attribute_value_mlt":[{"bibliographicIssueDates":{"bibliographicIssueDate":"1999","bibliographicIssueDateType":"Issued"}}]},"item_12_date_granted_46":{"attribute_name":"学位授与年月日","attribute_value_mlt":[{"subitem_dategranted":"1999-10-31"}]},"item_12_degree_grantor_44":{"attribute_name":"学位授与大学","attribute_value_mlt":[{"subitem_degreegrantor":[{"subitem_degreegrantor_language":"ja","subitem_degreegrantor_name":"筑波大学"},{"subitem_degreegrantor_language":"en","subitem_degreegrantor_name":"University of Tsukuba"}],"subitem_degreegrantor_identifier":[{"subitem_degreegrantor_identifier_name":"12102","subitem_degreegrantor_identifier_scheme":"kakenhi"}]}]},"item_12_degree_name_43":{"attribute_name":"取得学位","attribute_value_mlt":[{"subitem_degreename":"博士（理学）"},{"subitem_degreename":"Doctor of Philosophy in Science"}]},"item_12_description_4":{"attribute_name":"抄録","attribute_value_mlt":[{"subitem_description":"本研究は，都市・農村域における土地利用の変化を土地所有者や土地購入者などの行動主体による土地利用に関する意思決定の側面から解明することを目的とした。　従来の土地利用研究では，変化をもたらす原動力に論及する視点が不十分であった。また，個別でミクロな土地利用の分析結果を都市域全体といった総合的な観点から議論する必要性が指摘されてきた。そこで，本研究の対象都市を群馬県前橋市とし，事例地区を都市申心部および市街地周辺地域から選定して，都市域における土地利用の転換過程を分析した。本研究では，第互章において前橋市の特性を概観し，第I章において国土数値情報を用いて都市化の進展を分析した後，事例地区を決定した。第III章および第IV章では，前橋市役所の土地所有データを用いて事例地区における全ての土地所有者を把握した上で，土地利用変化に直接的・間接的に関与した行動主体を抽出した。そして，彼らの意思決定の契機・条件・時期を，著者自身による現地調査によって詳細に分析した。以上により得られたミクロな分析結果を，第V章において，都市化の発展段階の枠組において検討した。　市街地周辺地域の事例地区では，1980年から93年の期聞に農地が減少し，都市的土地利用が急激に増加した。営農意欲の高い農家は，都市化の著しい事例地区の農地を売却し，市街化調整区域の農地を購入して営農を続ける方向にあった。また，営農意欲が高ければ，相続後も農業経営が維持される傾向にあった。一方，営農意欲が低い場合，売却だけでなく，土地活用，放置などの行動も選択された。意思決定者が非農家の場合は，事業の失敗や土地売却の要請を契機として，土地が売却された。　都市中心部の事例地区では，1980年と比較して96年には住宅や事務所，最寄品店舗など低層の建築物が減少し，それらの跡地は，オフィスビル，駐車場，ホテル，マンションなどへと変容した。個々の行動主体は，店舗・居住空聞・駐車場などの不足，低金利の融資などを主要な契機として，資金，経営多角化の意思，所有地あるいは賃借地の面積的な余裕などを条件に意思を決定した。就中，経営の多角化に対する意向は重要であった。多角化の意向をもつ場合は土地活用などの行動が選択され，意向がない場合は土地売却などが選択されることが確認された。　都市化の発展段階を，純農村的なステージI，景観的には農村的ながら都市化の影響を強く受けるステージII，農業的・都市的土地利用が競合するステージIII，景観的に主要部分が都市的となるステージIV，そして建築物の高層化が一層進展するステージVの5段階に分類し，意思決定者の数や属性，仲介者の役割などを検討した。初期の段階では，大部分の土地が農家によって所有され，選択される行動は農地の放棄や売却が主体であった。その後，発展段階の上昇に応じて，意思決定者の数と属性が多様化した。加えて，農家の行動は，ステージIやIIでは主として農地の売買に限定されていたが，ステージIIIでは，自らの所有地における店舗や事務所ビル経営などにも拡大した。すなわち，農家という同一の行動主体が，発展段階の上昇に応じて土地活用という新たな行動をも選択することが確認された。行動主体の増加は，土地利用の変化をもたらす意思決定の契機や条件の多様化となって現れ，結果的には，行動主体による意思決定の選択肢が増加し，行動の多様化に連動した。特に，発展段階がステージIVやVへとさらに高度化する際には，仲介者の果たす役割が重要であった。不動産業者のみならず，開発業者や金融業者，さらには行政当局までもが仲介者となることにより，交渉が調整される事例もみられた。仲介という特殊な行動は，ステージIVないしステージVでのみ特徴的に生起するものであり，都市の成長過程においては，きわめて重大な役割を担うことが解明された。 This study provides a micro-level examination of the relationship between land-use change and land-use decisions of agents in an urban and rural land market. In the sample area of Maebashi city, two areas were selected as example areas in which micro-level examinations of land-use analysis were performed: (1) the Rokku area in the inner fringe; and (2) the area of city centre. In order to obtain land-ownership data, Land Assessment Rolls housed in the Property Tax division of Maebashi City Hall were used. The selection of decision agents was based on land-trade and land-inheritance data from the rolls. The land-use data for the areas were mainly obtained by the author’s field survey, while some parts were supplemented by aerial photos, topographic maps and residential atlases. To gather information on the decision-making processes, the author interviewed the selected decision agents. The findings from the two example areas were discussed from the viewpoint of the whole process of urban development.
