The COVID-19 pandemic, however, has dramatically illustrated the importance of solidarity. Thus, Human Solidarity could well be adopted by TICAD 8 as a third pillar to complement and consolidate the current two pillars of Ownership and Partnership. This new pillar would link back to the concept of Human Security proposed to the UN in 1999 by Japan and made relevant anew by the COVID-19 pandemic.
