{"created":"2021-03-01T07:26:17.539349+00:00","id":46375,"links":{},"metadata":{"_buckets":{"deposit":"071e9444-febe-4321-8044-7f705798d52a"},"_deposit":{"id":"46375","owners":[],"pid":{"revision_id":0,"type":"depid","value":"46375"},"status":"published"},"_oai":{"id":"oai:tsukuba.repo.nii.ac.jp:00046375","sets":["3:2622:1168:6570"]},"author_link":["188896"],"item_4_biblio_info_6":{"attribute_name":"書誌情報","attribute_value_mlt":[{"bibliographicIssueDates":{"bibliographicIssueDate":"2018-02-15","bibliographicIssueDateType":"Issued"},"bibliographicPageEnd":"119","bibliographicPageStart":"103","bibliographicVolumeNumber":"10","bibliographic_titles":[{"bibliographic_title":"国際日本研究","bibliographic_titleLang":"ja"},{"bibliographic_title":"Journal of International and Advanced Japanese Studies","bibliographic_titleLang":"en"}]}]},"item_4_description_4":{"attribute_name":"抄録","attribute_value_mlt":[{"subitem_description":"「ソーシャルイノベーション(SI)」は2000年代以降、政策と研究の双方において広く用いられる用語となっているが、その定義は確立していない。本稿では近年の日本・欧州・北米におけるSI 理論研究の展開について比較分析を行う。英国を含む欧州の SI 研究は、各国の福祉国家改革や EU による社会的包摂(Social Inclusion)政策の影響を受けつつ、従来のビジネスや技術中心のイノベーション理論から独立した SI 概念の成立を見ており、また SI がマクロレベルの社会変化(Systemic Change)や制度化(Institutionalization)をもたらすことが重視されている。北米も2000年代後半以降、営利企業や起業家を中心とする研究から、欧州の文献も参照した政府、企業、非営利セクター等の協働を重視する SI 研究に移行している。日本の SI 研究は一部を除いて近年の欧米 SI 理論研究との関わりが薄いまま、社会的企業・起業家の個別事例分析を積み重ねてきており、近年では社会的投資等のツールにも関心が集まっている。この違いは特に日欧間における相互の研究交流の不足、各地域における社会的分断や格差等の状況の差、及びそれを反映した政府やドナーの関心を反映したものと考えられる。今後は日米欧の SI 研究成果を相互に参照・共有することによって、より豊かな成果が期待できるものと思われる。また現状の SI 理論で欠落している、ミクロとマクロの中間を繋ぐプロセスについて、日本の SI 研究及び、日本社会において公害や高齢化等の社会的課題に取り組んできた経験と知見が、実証分析等を通じて貢献できる余地も大きい。","subitem_description_language":"ja","subitem_description_type":"Abstract"},{"subitem_description":"Since the 2000s, the term “Social Innovation (SI)” has been used widely both in public policy documents and academic literature. However, there are various interpretations of exactly what SI means. This paper provides a comparative analysis of the recent development of SI literature and theory in Europe, North America, and Japan. As a finding, it shows that SI theory in Europe, including the UK, is developing a conceptual framework for SI which diverges from the traditional (business/technology-oriented) innovation theory. It also focuses more on the impact of SI initiatives on macro-level social and systemic change and institutionalization, which also reflects the interest from the policy side on welfare-state reforms and the EU-led social inclusion agenda. In North America as well, the scope of study on SI theory has shifted since the latter half of the 2000s from focusing on business-led social enterprise and social entrepreneurship to including multi-sectoral frameworks, referencing European literature on SI. In Japan, SI literature is being developed mostly by academics with business-oriented backgrounds, while interaction with recent European research is limited. It focuses mainly on individual case analyses of social enterprises and the ecosystems surrounding them. Also, there is a growing interest in tools such as social investment. These variations reflect the different social contexts including social divisions and inequality, the focus of governmental policies and other donors’ interest in supporting SI studies, and the lack of academic exchange among regions. Still, it will be useful to have exchange and share knowledge between Europe, North America and Japan to develop SI theory in the future. Currently, there is a gap in SI theory on explaining how micro-level initiatives can be developed to macro-level social change, and there is a rich potential for both Japanese SI literature and the experiences of Japanese society in dealing with social issues such as environmental pollution and aging issues to contribute by utilizing the knowledge gained from its empirical case analyses on multi-sectoral interactions and the diffusion process.
