First, I provide an overview of the relationship between propaganda, public diplomacy and “new” public diplomacy in the United States, and I clarify the meaning of the flows that emphasize the different directions in public diplomacy and “new” public diplomacy. Public diplomacy in Japan appeared in the 2000s, but did not include the experience of debates over public diplomacy that were seen in the United States. After its appearance in Japan, public diplomacy consistently follows one direction which has a relationship with propaganda. But the change in direction occurred in tandem with a change in government administration. I focus on the rise of “new” public diplomacy in Japan, which appeared in a form based on the political philosophy of Fraternite. However, “new” public diplomacy in Japan collapsed before the end of the DPJ government in 2012. The Noda cabinet focused on the goals of publicity and Japan’s economic revival, which were congruent with the direction of public diplomacy in the previous LDP government. Finally, I suggest the necessity for rethinking and debating the meaning of foreign policy, including two different public diplomacies, namely, public diplomacy and “new” public diplomacy.
