The concept of political leadership aims to return policy formation from the hands of bureaucrats to the hands of politicians, and is divided into three categories: \"prime ministerial leadership\" from the prime minister (or prime minister's office), \"cabinet-led leadership\" in policy formation from the three political officers in the cabinet, and \"politician-led leadership\" in the discussion of political issues in the place of bureaucrats. Some of the key policy achievements of the DPJ administration as a result of political leadership were the amendment of the Nonprofit Organization Law (NPO Law) and the major expansion of the taxation laws to include the taxation of NPO donations. In this paper, I demonstrate that the expansion of the donation tax system was only possible under political leadership through the examination of the tax expansion process. In order to accomplish this, I first trace the history of political leadership within the past 40 years and then summarize the concept of political leadership as pursued by the DPJ administration. Next, I show how the political leadership of the DPJ led to the emergence of law reform and other related legislation in the form of concrete policies that have passed through the Diet. In addition, I analyze the political actions and philosophies of Yukio Hatoyama, Koji Matsui, and other key players in the ruling and opposition parties that led to the expansion of the donation tax system. Lastly, I show how policy formation was led by a different branch of political leadership at each stage of the process.
